There's this girl in my neighbourhood(she stays in the house opposite mine). Whenever she's around all she wants to talk is about love and romance. She starts getting fidgety when i'm around. For instance when i woke up yesterday and went to my terrace with cup of coffee she was standing on the terrace of her house talking to someone on the phone. She waved and i waved back. But then she started doing some weird actions(she unbuttoned her shirt,stretched and started rubbing her tummy,then started tying her hair and started licking her lips with her tongue). What am i supposed to make out of this? Is that normal,early morning behaviour or is she trying to suggest something to me? Its quite tough to understand women anyways.How does a guy judge whether a girl likes him or not?

Depends if she was looking your way when she was doing it or if she knew you were watching her.
You could be reading into it too much. If she really likes you you will find out soon enough, trust me.
sorry i didnt read the whole question but the answer is just so generic and simple -
ask her out.
She is obviously trying to suggest something, If you have been together for long time then you could be frank and ask her and clear your doubts.
