but i still get so jealous when i look at other girls because even though they might not have better bodies than me from the chest down, i feel like they have nothing to worry about because of their chests. i feel like a little kid or something :( and i feel like guys at the beach won't even notice me when i'm around my other, more developed friends.

Everyone has something negative they dont like about themselves! Its completely normal, just focus on what you have... and my favorite saying if you got it flaunt it! Read up on summer swimsuits that are best for your body type (Maybe try googling it, idk exactly but like how fat people shouldn't wear horizontal stripes because it just makes them look bigger, and they should wear black instead, maybe you can find some advice like that for smaller chested women and bikinis. Try to excentuate what you do have instead of focusing on what you don't and on another note my ex-boyfriend preferred smaller breast sizes. Guys like breasts of all shapes and sizes. And if you really do have a pretty face and good body, then no guy will mind the size of your chest :)

The small chested girls get -the- cutest bikinis. If you have a bigger chest like me all you can wear is halter tops basically. And nothing with rings either, or else I'll look like a slut.

You need to look around at the rest of the world and comprehend that ';real happiness'; has no relation whatsoever to bust size (or dick size for fellows), but is a function of understanding that being comfortable with who you already are is far more valuable than wanting to be something you are not....you really do not want or need a man (or a girl if you are gay) who only likes you because of some physical attribute, you want one that loves YOU for being you....the best way to find that person is to be who you actually are instead of pretending to be someone else...

I've honestly wished to be flat chested. Like really, my boobs aren't that big but I'd still rather be flat chested.
That may sound really weird and stuff but you really can pull off a lot more looks.

My suggestion is to keep the bikini top small, very thin and light and strings - you know the classic 2 small triangles of fabric look. Your lovely small boobs are what will enable you to pull off this great look. The bigger girls just cannot do it without looking like they are auditioning for some dubious movie role. It sounds like you have a great figure, so take advantage of it. My experience (I am small like you - it is the Chinese genes) is that guys actually do notice, sometimes rather more, because they love the difference they see in us all. The guys that worship the inflated, or surgically enhanced, are probably best avoided anyway, as I am sure you know.
So just be you, be confident and wear a cute little 2 triangle top, as you are in the US. If you were here in Europe it would be even less of a deal because as you know here we mostly go without a top on the beach, so our smaller cute boobs work very well for that.
